Cumberland Police Arrest Man Following Disturbance on Memorial Avenue

CUMBERLAND, MD — January 31, 2026
On Saturday, January 31, 2026, at approximately 8:56 p.m., officers with the Cumberland Police Department responded to the 200 block of Memorial Avenue for a reported disturbance related to a parking dispute.
Upon arrival, officers made contact with the involved parties and identified one of the subjects as Aaron Devone Manning, 49, of Cumberland, Maryland. Police reported that Manning was actively causing a disturbance and refused to comply with multiple lawful orders to stop yelling. Despite repeated commands, Manning continued to interfere with the officers’ investigation.
Further investigation revealed that Manning was barred from the property. When officers attempted to place him under arrest, Manning resisted and assaulted an officer. After a struggle, officers were able to take Manning into custody without further incident.
Manning was transported to Central Booking, where he later appeared before a District Court Commissioner for a bond hearing. He was subsequently released on his own recognizance.
